Hurrah for getting rid of unnecessary jargon! I think it's particularly important that the councils do this, because everyone needs to understand them.
That said, I think they need to be careful not to stop people from using words which are useful. 'Welcome', for example. Surely everyone knows what 'welcome' means?
Also, they lose points for backing up their argument by referring to the recession. It's like the Princess Bride - using Columbo is understandable, but the story stands perfectly well by itself.
